If the target is 2 ATR but the logical stop is 1.5 ATR away, the gross reward-to-risk is about 1.33—not 2. Trading costs can reduce it further.
The correct response is not to move the stop into an invalid place just to improve the displayed ratio. Freeze the entry, structural invalidation, target rule and cost assumptions first. Then accept the arithmetic, even when the result is a blocked plan.
