Keys: bare ticker (e.g. "AAPL"), or EXCH:TICKER when two companies share a ticker.

Returns the stored description for a ticker key.
Parameters:
t (string): Bare ticker (syminfo.ticker) or EXCH:TICKER.
Returns: The description, or "" if not in this part.
