In my book multiple signals indicates a buy on BLK as of now.
1- the trend : all EMAs up sloping and higher highs and higher lows on the monthly chart.
2- the RSI : who is crossing up his medium band.
3- the stochastic up sloping as well after a bullish cross on JAN19
the price seems to have consolidate une a range for the whole year and is now breaking out on the upside.
a zoom on the weekly will provide a little more clarity also.

bullish div on the RSI followed by a consolidation above the 200 week EMA
the price has break above the descending trendline, above the pivot of the "double bottom" and above the upper resistance of the range.
every thing is bullish from a technical stand point.
bad things can only happens if the price close below the 20 week EMA for some reason but it is very unlikely.
Targets: previous ATH and beyond.
the best time to buy was on the 200EMA as often on long terme trending moves or post breakout of a consolidation which is now.
